Execution Readiness
Assessment of the plan for how the project will be built and commissioned on the site. A thorough fel-3 review includes a construction strategy and a detailed schedule that identifies the critical path for the work. Preparing these plans in advance reduces the risk of delays once the contractors mobilize to the field.
The readiness assessment also confirms that all necessary permits and environmental approvals are in place to allow the work to begin. Without this level of preparation a project often suffers from idle labor and equipment costs during the early weeks of the mobilization. Detailed plans for site logistics and temporary utilities are also finalized to support the incoming workforce.
Investment Threshold
Financial gate that a project must pass to receive its final authorization for expenditure. The data gathered during fel-3 forms the basis of the request for funds that goes to the executive board or the owners. Because the accuracy of the budget is at its peak at this stage the decision to invest carries a lower risk of surprise losses.
