Financial guarantees submitted to customs authorities provide a standing surety for multiple import transactions over a twelve month period. A continuous import bond allows an importer to cover all entries at all ports of entry through a single annual instrument. It replaces the need for individual transaction bonds which carry higher administrative overhead and per-entry fees.
Financial Security
Surety companies issue these bonds to ensure the government receives all applicable duties and penalties even if the importer fails to pay. Total liability is capped at the face value of the instrument. Because the risk is centralized, the creditworthiness of the importer determines the premium rate.
Compliance Limit
Customs officials calculate the minimum bond amount based on ten percent of the total duties and taxes paid in the previous year (rounded up to the nearest ten thousand dollars). If imports increase sharply during a production ramp, the existing continuous import bond might become insufficient to cover the liability. Importers must then increase the bond value to avoid shipments being held at the port.
Audit procedures usually occur annually but can be triggered by a single high value entry.
Coverage Duration
Validity remains constant for one year from the date of issuance. Automated systems track the expiration to prevent a lapse in coverage that would halt all incoming shipments. Annual renewal requires an updated financial review by the provider.
Bonds of this type expire on their anniversary unless a new premium is paid.
